Dear aircraft operators

According to art. 21 (5) of Act No 70/2012 on Climate Change, which transposes the EU Directive 2003/87/EC and amending Directive 2008/101/EC in Iceland, aircraft operators shall annually submit a report on CO2 emissions for the previous year. The report shall be submitted to the Environment Agency of Iceland by 31 March the latest and the reports have to be verified by an independent accredited verifier.

Since the due date is getting closer the Environment Agency of Iceland wants to remind aircraft operators that operated aviation activities mentioned in Annex 1 in Directive 2003/87/EC to submit an Annual Emission Report to the Agency.

Please note that according to Regulation (EU) No. 421/2014 which entered into force in Iceland 7 th of June 2014, cf. Regulation no. 540/2014, the following changes are in reporting:
  1. all emissions from flights to and from aerodromes located in countries outside the European Economic Area (EEA) in each calendar year from 1 January 2013 to 31 December 2016;
  2. all emissions from flights between an aerodrome located in an outermost region within the meaning of Article 349 of the Treaty on the Functioning of the European Union (TFEU) and an aerodrome located in another region of the EEA in each calendar year from 1 January 2013 to 31 December 2016.

Aircraft operators that are not commercial and are emitting less than 1.000 tonnes in flights covered by the EU-ETS under Annex II of Act No 70/2012 are exempted from 1. January 2013 – 31. December 2020.

Aircraft operators emitting less than 25.000 tonnes in flights covered by the EU-ETS under Annex II of Act No 70/2012 can now

Where an aircraft operator has total annual emissions lower than 25 000 tonnes CO2, its emissions shall be considered to be verified emissions if determined by using the small emitters tool approved under Commission Regulation (EU) No 606/2010 and populated by Eurocontrol with data from its ETS support facility. Member States may implement simplified procedures for non-commercial aircraft operators as long as such procedures provide no less accuracy than the small emitters tool provides.

Following the entry of Croatia into the European Union on 1 July 2013, emissions from flights between airports in Croatia and other airports within the EEA and / or two airports within Croatia shall also be accounted for.

In addition, please note that emissions for 2015 must be registered in the Union Registry by 31. March, and that registration must be confirmed by a verifier.
